If the program link indicates that it is an ActiveX document, then you can only open the document by using Microsoft Internet Explorer 4.0 (MSIE) or better, and you need to click TOOLS/INTERNET OPTIONS on your MSIE menu bar, select SECURITY tab, and set your security setting to LOW.
